Fountain Valley Enters stage 2 of Reopening

Today Fountain Valley opened some businesses under stage two of local and state guidelines named the “Resilience Roadmap.”

Businesses may open as long as they comply with the guidelines voted on by the Orange County Board of Supervisors as well as state and federal orders.

Fountain Valley Businesses That may Open Under Stage 2

Some retail businesses in Fountain Valley are able to open after 52 days under the “stay at home” order.

Businesses must comply with safety guidelines released from the Centers for Disease Control (CDC) as well as the Orange County Board of Supervisors business guidelines.

Businesses that are eligible to open under stage two may open for online, phone and curbside pick up only. Below is a list of retail stores that are able to open under stage two.

• Jewelry stores
• Toy stores
• Clothing stores
• Shoe stores
• Home and furnishing stores
• Sporting goods stores
• Antique stores
• Music stores
• Florists

Before reopening all facilities must meet industry specific standards. Guidelines can be found on California’s Covid-19 Roadmap. Below are the standards all businesses must meet in order to operate.

  1. Perform a detailed risk assessment and implement a site-specific protection
    plan;
  2. Train employees on how to limit the spread of COVID-19, including how
    to screen themselves for symptoms and stay home if they have them;
  3. Implement individual control measures and screenings;
  4. Implement disinfecting protocols; and
  5. Implement physical distancing guidelines

Stage 2 – California’s Guide to Open Businesses

California Governor Gavin Newsom released six critical indicators on April 14 that would determine the modification the “stay at home” order. On May 4, California Governor Newsom released California’s Covid-19 report card indicating the states readiness to move into stage two.

]Newsom’s report states that we have stabilization of hospital and ICU trends, hospital surge capacity met, sufficient PPE and testing and tracing to meet demand. The indicators and report card satisfy state and federal requirements to move into stage two.

Counties have leeway to relax local orders according to their regions situation with Covid-19. A nationwide Covid-19 surveillance system will be implemented through testing that will help regions further advance through the stages.

Phase 2 – White House Guidelines to Opening America

The White House published guidelines to open America on April 17, 2020 and Orange County’s stage two aligns with phase two of the White House plans.

Phase two relies on regions and states showing no evidence of rebound of coronavirus.

Under phase two non-essential travel may resume, social settings of 50 or more are to be avoided and businesses are encouraged to continue telework. Vulnerable populations are to remain sheltered in place under phase two.

Gyms, bars and large venues are next to operate under phase 2 with strict social distancing enforcement.
